    EU Business Registrations Drop While Bankruptcy Levels Hit 2019 Peak

    LUXEMBOURG / RankWire.AI / – Amidst evolving economic conditions across Europe, the European Union experienced a decline in new business registrations during the second quarter of 2026, coupled with a notable rise in bankruptcy filings. After seasonal adjustments, the number of new registrations decreased by 0.5% compared to the previous quarter, while bankruptcy declarations saw a jump of 5.7%. These quarterly figures, published by Eurostat on August 17, highlight contrasting trends between the initiation of new enterprises and formal insolvency processes. The data encompass companies and other legal business entities operating within the EU.

    EU registrations dip while bankruptcies reach 2019 high
    Eurostat data show fewer EU registrations and higher bankruptcy declarations in Q2 2026.

    The eurozone’s pattern mirrored that of the overall EU. Registrations in the euro area slipped by 0.1% from the first quarter of 2026, whereas bankruptcy declarations rose by 6.9%. These figures followed a decline in both indicators during the first quarter, when EU registrations fell 0.9% and insolvencies decreased 2.4%. Consequently, the latest data show a second consecutive quarter of reduced registrations alongside a resurgence in bankruptcy filings.

    The trends in business formation differed significantly across the eight sectors included in the report. The manufacturing industry experienced the steepest quarterly drop, with registrations down 3.6%. The accommodation and food services sector decreased by 3.4%, while education and social services saw a decline of 3.2%. Conversely, information and communication registered the strongest growth, up 8.8%, with construction also rising by 1.0%. Financial services remained unchanged from the previous quarter.

    Insolvency filings increase in most sectors

    Five out of the eight sectors reported higher bankruptcy numbers during the second quarter. Education and social activities experienced the largest surge at 21.1%. Transport saw an 11.4% rise, while financial services increased by 6.8%. On the other hand, three sectors recorded decreases in bankruptcy filings. Accommodation and food services declined by 2.6%, construction fell 1.7%, and trade decreased by 1.2% during the period.

    Data from individual countries also revealed significant variation among EU member states. Luxembourg experienced the largest quarterly drop, with new registrations falling by 24.2%. Lithuania reported a 12.4% decrease, and Denmark saw an 8.2% decline. Ireland stood out with a growth of 20.4%, followed by Belgium at 8.2% and Sweden at 7.6%. These national figures reflect differences in administrative registration procedures and quarterly fluctuations within each country.

    Wide-ranging insolvency fluctuations across EU nations

    Bankruptcy data similarly displayed considerable variation across countries reporting second-quarter figures. Estonia registered the highest increase at 31.8%, with Greece close behind at 31.6%. Croatia experienced a 20.5% rise. Conversely, Malta recorded the most substantial decline at 50.0%, while Cyprus dropped 41.7%, and Slovakia decreased 33.5%. Such percentage changes can seem especially pronounced in smaller economies, often due to the relatively low number of bankruptcy declarations involved.

    Eurostat calculates registration and bankruptcy figures based on official administrative and legal records rather than actual business outcomes. A registration indicates a legal entity being entered into the relevant business register during the quarter. A bankruptcy filing signifies the initiation of a formal insolvency procedure under national laws, which does not necessarily mean the business is immediately closed or permanently ceases operations. Since 2021, EU member states have been submitting these quarterly statistics on a mandatory basis as part of European business statistics requirements.
